Added logic to pause\resume sab queue, so queue will stay paused if it
was paused before adding a issue. Also resolved feedparser error when
adding issue

Nick Smith 95d8ed85c9 remove pyc files 
due to the way python handles pyc files, every new clone of the mylar
repo would result in them being rebuilt. Best to just keep the corresponding py
file
