feat: add tr_strbuf (#2810)
* feat: add tr_strbuf class for building tmp strings

Based on fmt::basic_memory_buf, this is a growable string buffer that
has an initial size that's large enough to build most filenames or URLs
without needing heap allocations.

Adds a couple of extra helpers such as a `c_str()` method to make dealing
with old zero-terminated string APIs easier.

feat: add tr_torrentSetTrackerList(), tr_torrentGetTrackerList() (#2642)
Add a getter/setter for torrent announce URLs as text that can be copied
and pasted: one URL per line, with a blank line between tiers.

C API: tr_torrentGetTrackerList() and tr_torrentSetTrackerList()
RPC APi: `trackerList` in `torrent-get` and `torrent-set`.

This deprecates `trackerAdd`, `trackerRemove`, and `trackerEdit`
from the RPC API.

refactor: SAX-like benc parser pt. 1 (#2490)
* refactor: add SAX-like benc parser

This is the first part of a series of PRs whose end goal is to avoid
the overhead of tr_variant when parsing bencoded data, e.g. when
parsing .torrent files on startup or when parsing announce/scrape
tracker responses.

This PR introduces a SAX-like benc parser, reimplements variant-benc
to use the SAX benc parser (so that we don't have two benc parsers),
and updates the benc + variant tests.

Introduces a new class to peer-mgr, `ClientRequests`, which tracks what
active requests we've got pending: which blocks, when the requests were
sent, and who they were sent to.

This shouldn't change peer-mgr behavior. Its goal is to carve out some
of peer-mgr's data structures and encapsulte them behind an API that's
simpler to understand.

Replace tr_torrentFiles() with a new function, tr_torrentFileProgress().

tr_torrentFiles() heap-allocated an array of progress structs. There is
nothing intrinsic in tr_torrent making batch computation more efficient,
so this PR replaces it with tr_torrentFileProgress(), a per-file variant
that doesn't use the heap.

Numerous operating systems now have support for copying files directly in the
kernel, which is generally more efficient than copying in a userspace read(2)/
write(2) loop. (This becomes particularly relevant for 4th gen PCI-E storage,
which approaches the latency of DRAM.) For Linux I use sendfile64(2), and, for
later kernels, copy_file_range(2). FreeBSD 13 will also support
copy_file_range(2). MacOS has copyfile(2), and Windows has CopyFileExA.
Operating systems lacking such a syscall continue to use the existing
read(2)/write(2) loop.

adding that annotation fails on MSVC, where the is apparently _not_ a raw
pointer.

Since there's not a way to satisfy both of them at the same time, disable
the warning.

refactor: work around msvc constxpr std::array bug (#1429)
The tests FTBFS on the latest version of MSVC because it has a regression
that crashes the compiler when it sees a constexpr std::array. This commit
can be reverted when MSVC releases a fix.

refactor: don't store torrent hashes in QStrings (#1428)
* refactor: keep torrent hash in std::array<char,20>

This replaces the hashString QString allocation with a compile-time
array that's included in sizeof the Torrent struct that owns it.

ff8d0dbf3b Switch from UNUSED macro to TR_UNUSED macro
Since there is no way to mark parameters as [potentially] unused in
standard C and when using MSVC compiler, use the widely accepted
cast-to-void approach instead.
